- Bachelor of Science degree in economics from Lewis and Clark College (Oregon), and a Master of Business Administration degree from the University of Colorado
Under the direction of the Manager, the Finance Division is responsible for managing financial resources, acting as the disbursing authority for the Manager and providing electronic record keeping.

Budget
Budget is responsible for long-range financial plans, development and administration of the annual budget and performance measures.

Accounting
Accounting establishes and maintains financial records, which includes controlling and disbursing funds for approved payables and payroll, taking inventory of assets of utility plant and equipment and controlling and verifying receivables. This section prepares periodic financial statements, reports and year-end financial statements subject to the audit and verification of an independent auditing firm.

Treasury Operations
Treasury Operations is responsible for financial planning, debt administration, cash and treasury management, financial analysis, contract control and administration of the Retirement Plan Trust Fund.

Rate Administration
Rate Administration is responsible for the planning, development and administration of water rate determination functions, including revenue requirements, costs of service and the design of water rates and System Development Charges in support of Denver Water’s proposed plans for financing system operations and plant expansion.

Purchasing
Purchasing directs the competitive procurement system by preparing formal purchase proposals, reviewing specifications, locating qualified suppliers, conducting public bid openings, evaluating bids and awarding contracts for the purchase of materials and supplies.

Records and Document Administration
Records and Document Administration manages all official records and documents maintained by Denver Water. This section establishes processes and procedures for storing, archiving, protecting, auditing, retention scheduling, retrieving, duplicating and disposing of official records.
