Appraiser (Property Acquisition Specialist)

Hiring Salary Range (annual):  $6,408.13/mo (min) - $8,010.60 (mid)
Type of Position: Full-Time, 40 hrs/week
Location of position: Denver Water’s Admin Bldg. (1600 W 12th Ave, Denver, CO 80204)

Position Summary:

The Property Management Section within the Engineering Division at Denver Water is looking for an Appraiser-Property Acquisition Specialist to join their team! This position is a subject matter expert that manages the process through which real estate is acquired or disposed. Manage technical matters associated with property such as zoning changes, entitlements, land planning, leasing, and curing title defects. Prepare various types of real estate agreements, deeds, and appraisal reports, including the review of independent appraisal reports prior to litigation.

Essential Duties and Responsibilities:

  • Investigate problems and prepare reports relating to land or right-of-way acquisition, property management, property records, and cost of acquisition estimates.

  • Recommend purchases or initiation of eminent domain proceedings. Participate in the execution of proper legal documents for purchase or sale after Board approval.

  • Facilitate required property entitlement process for property re-development, change in use, vacant land development, and surplus property disposition.

  • Facilitate land exchanges with the Bureau of Land Management or the USDA Forest Service.

  • Ensure statutory and regulatory guidelines and procedures are followed and all historical studies are filed.

  • Determine the status of real estate titles, checking for agreements, grants, bargains, sales, liens, taxes, assessments, and encumbrances of record.

  • Work with the Legal Division, county personnel, and title companies to establish clear title, and appear as a witness in court in eminent domain proceedings.

  • Investigate and recommend settlement of damage claims arising out of departmental operations.

  • Analyze, appraise, and recommend actions regarding the disposal of surplus real estate. Handle disposal details, investigate and adjust complaints related to acquisition or disposal.

  • Assist in supervising the work of departmental and outside appraisers.

  • Perform related work as required.

Minimum Qualifications
Education and Experience:

  • Bachelor’s Degree from an accredited college or university in Business Administration, Economics, Real Estate or a related field.

  • Minimum 6 years of related work experience.

  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities.

Licenses, Registration, and Certification:

  • Certified General Appraiser License.

  • Possession of a standard driver’s license (ability to obtain within 1 month of hire) required.

  • May require HIPAA Training.
