Proof of Legal Residence Requirements

State law mandates who may receive public benefits in the state of Colorado. Anyone 18 years of age or older must prove lawful presence in the United States in order to receive non-emergency public benefits, which includes rebates from Denver Water.

To prove lawful presence in the United States, you must produce a form of identification accepted by the Colorado Department of Revenue, such as a valid Colorado driver’s license, a valid Colorado identification card, a United States military or a military dependent's identification card, a United States Coast Guard Merchant Mariner card or a Native American tribal document. In addition, you must sign an affidavit stating either:

  1. You are a United States citizen;
  2. You are a legal permanent resident of the United States; or
  3. You are otherwise lawfully present in the United States pursuant to federal law. An affidavit is included in each rebate PDF.

Please mail your completed and signed affidavit along with a photocopy of your identification with the rebate paperwork. Notarization is not required. This information will remain confidential.
