Each year, Denver Water works with various contractors and vendors on construction projects, engineering plans and information technology jobs, among other projects, by soliciting bids for proposals.

This process helps ensure Denver Water receives services and supplies in the most efficient and cost-effective way possible.

 

Each division within Denver Water that requires the services or supplies typically initiates the contracts, but Denver Water’s Purchasing Section conducts the formal bid process, issues purchase orders, administers the Purchasing Card Program and administers the accounts payable three-way match process.

Purchasing is committed to obtaining goods and services in the most efficient and effective way and at the best price, while ensuring all purchases are conducted fairly, ethically and impartially. Materials or services valued at more than $100,000 must be approved by Denver’s Board of Water Commissioners.

Denver Water sets the same conditions for all proposals. Bidders must adhere to the proposal’s instructions, including the bid’s opening date and time, or Denver Water will not consider the bid.

Denver Water’s Purchasing Section uses the Rocky Mountain Online Bid System to solicit bidders’ proposals. The Rocky Mountain Online Bid System maintains a list of potential suppliers who want to do business with Denver Water, and Denver Water uses the system to issue proposals for materials or services.

Appointments are required to visit Denver Water’s Purchasing Office. The office is open 8 a.m. to 3 p.m. weekdays. The Purchasing office’s phone number is 303-628-6760 and its fax is 303-628-6775.

Denver Water’s Engineering Division solicits bids for various projects each year, including work on pipelines, pump stations, reservoirs, bridges and buildings. When Engineering prepares these projects for bid, it sets a goal for small businesses and minority- or women-owned businesses based on the disciplines required for the project. When the specifications are made available for prime contractors, lists of certified Small, Minority and Women Business Enterprise businesses can be obtained from the Small Business Administration (8A), Women’s  Business Enterprise National Council, City and County of Denver and the Rocky Mountain Minority Supplier Development Council.

Some of the most common disciplines for Denver Water projects include: electrical, mechanical, heating, ventilation and air conditioning, hauling, welding, sanitary conveniences, flagging, landscaping and roadway restoration. Some of the most common supplies needed for Denver Water projects include: pipe and appurtenances, concrete forming and finishing, manholes, bedding, asphalt and concrete.

Denver Water generally requires competitive sealed bidding on items valued at $50,000 or more. For purchases valued at less than $50,000, competitive written or verbal quotes and/or competitive sealed bids are obtained.

Denver Water’s Small, Minority and Woman Business Enterprise Program seeks to provide small businesses and businesses owned by minorities or women an opportunity to work for Denver Water as contractors, subcontractors and suppliers.

Businesses interested in this program must be certified by the Small Business Administration 8(a), Women’s Business Enterprise National Council, Rocky Mountain Minority Supplier Development Council or the City and County of Denver. Interested businesses also must be qualified and have the financial capabilities, skill, experience, as well as access to the necessary staff, facilities and equipment, to perform the required work or to provide the required supplies or services.
