City Ditch was just that: an open canal that ultimately fed raw water into miles and miles of smaller, lateral ditches intended expressly for irrigation and perhaps fire control. But sanitation questions were raised, and confronted with a serious menace to public health, the city began pipeling the ditch in the late 1880s.
